Greetings from LWV of Wake County. I hope everyone had a wonderful, relaxing Mother's Day! We've continued to provide voter AND member outreach this month with two great events, PeakFest and our recent Member Meetup. Events like these not only provide for voter education and social interaction, but also heighten the awareness of LWV-Wake in our community. Thanks to everyone who volunteered and attended these events. 
 
National Voter Registration Act
May 20th is the 31st anniversary of the National Voter Registration Act. During the 80's and 90's, LWV was instrumental in advocating for its passage. In 1993 President Clinton, who signed the NVRA into law, gifted his pen to the League and deemed them “fighters for freedom” in the continued fight to empower voters. 
 
What is the NVRA?
Quite simply, the NVRA makes completing and maintaining an updated voter registration easy for Americans. It mandates that every state:
  • Provide citizens the opportunity to register to vote or update their voter registration when they apply for or renew their driver's license at the DMV. 
  • Offer voter registration at offices that provide public assistance and state-funded programs serving persons with disabilities.
  • Ensure eligible citizens can register to vote-by-mail through a state voter registration form or a national form maintained by the Election Assistance Commission.
  • Inform voters if their applications are accepted or rejected. 
Since its passage, LWV has continued to fight against threats to dismantle the NVRA. In addition, LWV continues to promote Executive Order 14019, Promoting Access to Voting, which President Biden issued on March 7, 2021. The executive order (EO) instructs federal agencies to “consider ways to expand citizens’ opportunities to register to vote and to obtain information about, and participate in, the electoral process.” 
 
LWV of Wake County continues to advocate for expanded voting access and for the removal of barriers that seek to make voting more difficult for voters in North Carolina. We invite members to join us in upcoming voter services activities. 
 
 
 

Upcoming LWV-Wake Events

 Annual Meeting Moves to June
 
Our annual meeting has been moved to June 20th this year to better align with the end of our fiscal year. During the meeting, we will announce the results of our electronic ballot voting for LWV-Wake Board of Directors and Nominating Committee, as well as approval of our 2024-2025 budget. In addition, there will be a short presentation about the LWVUS Transformation Plan and the resulting membership and dues changes that will take effect in 2025. Electronic ballot link and 2024-2025 proposed budget will be sent to all active members by May 20th.

LWVNC Events

Citizens Initiative Image
NCLWV Statewide Briefing and Dialogue on Citizen Initiative
May 14th 7pm-9pm

 

Citizen initiatives give voters a powerful “direct democracy” tool, enabling them to collect signatures and put a proposed law or constitutional amendment directly on the ballot for state voters to consider. These initiatives empower voters to take action on issues legislatures have failed to take action on or have set aside. Citizen initiatives are responsible for protecting reproductive rights in Kansas, Michigan, and Ohio. While close to half of the states allow citizen initiatives, North Carolina does not.   

 

After two caucuses on citizen initiatives at last year’s LWVNC convention indicated strong support for them, the LWVNC Board authorized a statewide study, which is currently underway. However, before LWVNC actively supports an issue, it must develop a formal position on the issue.

 

As part of this process, the Citizen Initiative Study Group wants to share and receive information from League members across the state. An initial statewide briefing and member dialogue will be held Tuesday, May 14, from 7 to 9 p.m. via Zoom. For more details and to register, click here.

 

 


 

Convention 2024
LWVUS Convention
June 27-June 30, 2024
 
The 2024 National Convention will take place June 27-June 30 at the Washington Hilton in Washington, DC and online. In-person and virtual delegates will have the opportunity to participate in our Convention Plenary and vote on our 2024 – 2026 Program,
2024 – 2026 budget, 2024 – 2026 LWVUS Board of Directors and Nominating Committee, and submitted bylaws amendments.
 
All LWV-Wake members are invited to attend. There are voting delegate spots still available, or you can choose to attend as an observer. For our elections to run smoothly and provide the best experience to voters, they must be adequately funded. County commissions across North Carolina will hold public hearings in the coming weeks to discuss their county budgets for the new fiscal year. The funding they provide for County Boards of Elections will have a significant impact on voters' experiences in this year's general elections. Join us as we explain how North Carolina elections are funded and what you can do to advocate for well-funded elections in your county.

There will be a second primary on May 14th for the following offices for Wake County residents:
  • Republican nomination for lieutenant governor:

  • Republican nomination for state auditor:
    Jack Clark

  •  Republican nomination for U.S. House District 13:
    Kelly Daughtry
    Brad Knott
Who is eligible to vote in the second primary?
  • Voters who live in the district for which a second primary is conducted and are registered with the political party of the candidates.
  • Unaffiliated voters who live in that district and didn’t vote in the primary, or who voted the ballot of the party for which the second primary is being held.

Join Congressman Wiley Nickel and the League of Women Voters of North Carolina for a virtual event, co-sponsored by Common Cause North Carolina and NC Counts Coalition, to discuss the impact of partisan gerrymandering on our state and the country. Rep. Nickel’s new bill, the FAIR MAPS Act, addresses this crisis head on by implementing independent, non-partisan redistricting commissions in every state.

Bills of Interest/Concern 

HB 942 SHALOM Act: a potentially dangerous effort to define antisemitism that will sweep protected speech into hate speech.

SB 880 No Deepfakes in Election Commission Act: Democrat-only bill has problems with free speech issues.

HB 10 Require Sheriffs to Cooperate with ICE: passed in N.C. Senate along party lines, sent to the N.C. House for review before it goes to the governor.

SB 892 Student Voter ID Grant Program/Community Colleges: filed with no action taken.


Update on Election Bill Implementation SL 2023-140

Voter ID Litigation: Trial began Monday 5/6 in federal court for the lawsuit brought by NAACP and Forward Justice.

Absentee Ballot Signature Verification Pilot: The goal of the pilot project is to find out how many ballots would have been identified for potential removal due to signature match failure during the 2024 March Primary

  • 10-county pilot project – Bertie, Cherokee, Durham, Halifax, Henderson, Jones, Montgomery, Pamlico, Rowan, and Wilkes

  • NCSBE has not yet announced the vendor who will supply the software to the counties. 

  • Once the software is set up, the signature verification will take place in a two-stage process, where the software will either accept or reject the signature match. 

  • All absentee ballots rejected by the software match will be manually reviewed by CBOE members during open public meetings. Stay tuned! 

  • The public is not allowed to record the signatures.

  • NCSBE has issued guidance for the manual review of signatures: 2024-04 Absentee Ballot Signature Verification Pilot Program 

Same-Day Voter Registration: We continue to be concerned that confusion about what is an acceptable HAVA document in addition to problems with the new mail verification requirement will cause more voters to have problems with SDR. Continue to inform voters about the need for proof of address and to “check their mail” for elections-related mailings from the CBOE.

Non-Citizen List Maintenance: The new law requires the courts to forward to the NCSBE the names of people excused for jury duty because they gave the excuse, non-citizen. To our knowledge, the procedure for reviewing the voter rolls and removing any of those voters has not been revealed. However, the NCSBE has introduced the procedure for tracking those records, 2024-03 Retention of Election Records.

Voter Registration Form Changes: In 2023, a complaint was brought to the NCSBE that led to the ID portion of Box 3 on the voter registration form becoming required. In December 2023, this went into effect, and a new voter registration form was issued. Previously, if this section were left blank, the applicant would still become registered but must show additional documentation when they vote for the first time. Now, if this section is left blank, the individual’s application cannot be processed and the individual will not be registered to vote until they submit a new registration form with all required fields (including Box 3) filled out.

  • LWV Voter Registration – make sure that the voter completes the form, including the ID portion on Box 3.

  • We are working to get clarification of what additional documentation will be required for voters who check the box that they cannot provide a NCDL or SSN number at the time of submitting the voter registration form.
