Medicaid Expansion Action Alert

 How would Medicaid expansion help North Carolinians? 


Medicaid expansion would provide healthcare coverage for over 600,000 North Carolinians who are currently uninsured. A large percentage of the people in the coverage gap work in low wage jobs or small businesses that don't offer health insurance. Many of those who don't work are caregivers, have chronic illnesses or are disabled; some are students, retired, or can't find work. Some 12,000 veterans would also be eligible for health insurance. These North Carolinians deserve healthcare coverage! Plus, expanding Medicaid would be fiscally responsible and help our rural areas.


There's more!


Expanding Medicaid will not add costs to the State Budget. In fact, expanding Medicaid right now means that the federal government will cover 90% of the cost both now and in the future. Not only that, under the American Rescue Plan, North Carolina can also get more than $1 billion in additional federal funding.

 Why now? 


On June 2, 2022, the Senate passed House Bill 149, a Medicaid expansion measure, overwhelmingly and with bipartisan support. Prior to now, the NC General Assembly has rejected expanding Medicaid to provide coverage for those who fall within the coverage gap. 

This is a major step toward providing coverage for over 600,000 North Carolinians, but it still needs to pass the House. There is significant opposition to even considering the bill in that chamber.


 With your help, we could change that! We need to make our voices heard! 



 What Can You Do? Quick Actions to Take Right Now 


We are asking members and citizens to email or call your State representatives. And, if you have time, also reach out to the entire Wake delegation, the House leadership, and the House committees dealing with the bill. You can also help us spread the word by talking with your friends and family, posting to social media, writing Letters to the Editor, and more. This effort will help put the spotlight on the importance of providing coverage for those North Carolinians who fall in the coverage gap, and it will pressure House members to adopt a measure that will do just that.

 Talking Points 


  • All North Carolinians deserve healthcare. It’s time that working poor people in our state get the healthcare they need.
  • People shouldn’t have to choose between getting healthcare and buying groceries or paying rent.
  • NC is one of only 12 states that have not extended coverage to those in the so-called coverage gap.
  • Most of the people in the coverage gap (86%) work at low-wage jobs or small businesses that don’t offer employer-sponsored health insurance. Their incomes are too high to qualify for traditional Medicaid yet too low to afford plans available in the ACA marketplace.
  • The non-working uninsured population includes those who provide care to loved ones without being paid, live with a chronic illness or disability but don't qualify for Social Security disability benefits, attend school, are retired, or work only part-time.
  • An estimated 12,000 military veterans who fell in the coverage gap before COVID-19 would become eligible for coverage if North Carolina expanded Medicaid.
  • The COVID-19 pandemic has had a disproportionately negative impact on Black and Hispanic North Carolinians, many of whom are essential workers lacking insurance coverage. (NC Justice Center)
  • Expanding Medicaid would be fiscally responsible: prior to Covid, the federal/North Carolina government cost sharing for traditional Medicaid was 67%/33%. For the Medicaid expansion population, that percentage will be 90%/10%! And if North Carolina expands, the federal government will throw in an additional amount for traditional Medicaid for two years, reducing our share to 22% during the pandemic emergency.
  • Expanding Medicaid will help ensure that rural areas of the state have health care.

LWV-Wake Concerns about Work Requirements:

 

It is important to note that while we support HB 149 as it expands Medicaid to North Carolinians falling within the gap, we are concerned with work requirements:

  • They contain onerous and confusing requirements that actually cause eligible recipients to lose coverage. 
  • Courts have held work requirements to be invalid in case after case.
  • The federal government currently has ruled that work requirements undermine the purpose of Medicaid as a health coverage program.

In a nutshell...


Expanding Medicaid will:
  • help North Carolinians have access to healthcare
  • reduce costs for small business owners
  • keep rural hospitals open to provide vital services to their communities
  • add $0 to the State Budget
  • and make North Carolina eligible for more than $1 BILLION in federal American Rescue Plan funds.
