National Kitten Day
Dear ~~first_name~~,

Greetings from LWV-Wake.

Today is National Kitten Day! With the lazy days of summer upon us, it seemed appropriate to add something a little more light-hearted to this League Update.  Research shows that looking at kittens is good for your mental health. In addition, it has been found that people who take short breaks to look at cute animals are more productive throughout the day. Enjoy the kittens!😽

NC State Board of Elections Meeting July 6th
While the NCGA was on holiday break last week, the NC Board of Elections was busy preparing for the upcoming elections. During their July 6th meeting, they voted unanimously to approve new voting equipment. This equipment can be purchased by counties for their elections.

The board also discussed a petition for a new political party "No Labels" to be added to the NC ballot for the 2024 presidential election. While the group had met the state certification petition signature requirement, State Board Chair Alan Hirsch suggested the group had not provided enough information for the second state requirement, to inform petition-signers of "the general purpose and intent of the new party". Hirsch stated the board would make its decision next month. Read more about that discussion here. Materials from the meeting can be found here.

Board of Elections Meeting Observers
Many important election and voting decisions are being made leading up to the municipal elections and into 2024. We'd love to see more volunteers observe in-person Wake County BOE meetings and complete an observation form.

These forms are reviewed and provide very useful information for the League in determining potential issues that could arise during the elections process. The form can be found on LWVNC's website or by clicking here. A schedule of upcoming Wake County Board of Elections can be found below:

In addition, we encourage members to listen to the virtual NC State Board of Elections meetings that have been happening more frequently. You can learn about upcoming meetings as well as other useful information by checking the press releases page on the NCSBOE website or by clicking on the link below.

Please support LWV-Wake by purchasing a sponsorship!

One of the best way's to support LWV-Wake is by purchasing a sponsorship. Funds raised provide us with the operating support we need to create and provide programs, communicate with members and keep our organization compliant. While we can (and do) seek grant funding, much of what is available is restricted to specific types of activities. Operating expenses include:
  • Technology subscriptions - for financial reporting, to maintain websites, create and schedule social media posts, analytics, Zoom, etc.
  •  Rent
  • Office internet for board and committee meetings
  • GOTV activities
  • Intern stipends
  • Youth outreach materials (ex. Voter Girl Project, college visits)
  • Supplies (paper, printer ink, signs, banners, tabling)
  • Specialized contractor work (videographers, communications help, etc.)
  • Reserve funding for future part-time administrative help
As a sponsor, you receive extra benefits! Please click below to see a description of sponsorship levels.

NCGA Legislative Update

All was quiet last week as legislators observed the July 4th holiday. The new fiscal year began on July 1st with no new budget as negotiations continue.

Governor Cooper issued this statement on July 3rd urging legislators to separate Medicaid Expansion from the budget:

“Making Medicaid Expansion contingent on passing the budget was and is unnecessary, and now the failure of Republican legislators to pass the budget is ripping health care away from thousands of real people and costing our state and our hospitals millions of dollars. Tying it to the budget is tying our hands, and the legislature should decouple the two and start Medicaid Expansion now.”

Election/Anti-Voting Bills
SB 747 and SB 749 passed the NC Senate and were referred to the House on June 22. It passed the first reading in the House on June 26th. It has now been referred to House Committee on Election Law and Campaign Finance Reform. We expect it to be heard this week.

Voter ID Update
June 28th was the deadline for North Carolina universities, colleges, state agencies and local governments to submit their ID’s to NC Board of Elections for approval before the 2023 municipal elections.

According to WRAL, "80 entities submitted requests for approval for their students, employees or both. That figure includes every school in the University of North Carolina system, 22 private universities, 15 community colleges and eight charter schools." Decisions on approved ID's will be made later this month.

NC Board of Elections approved a Photo ID Exemption Form at their June 27th meeting. This form will be provided to voters who do not present an ID when requesting a ballot. There is also a version for absentee voters.

In addition, the board voted to implement two temporary rules for the implementation of the photo ID requirement for in-person and absentee voting. Read more here.

For a list of 21 voting rights bills being tracked, check out the Voting Rights Lab Bill Tracker here.

Please note: This list does not include all bills for which the League may take a position or that may be important for advocacy. To see a description of bills filed each day, see the UNC School of Government Legislative Reporting Service Daily Bulletin Online here.

League Advocacy

Encouraging effective advocacy on issues that align with our mission of Empowering Voters and Defending Democracy is the heart of what we do. And while we can send emails and provide public comment, we must also advocate to our family, friends and neighbors, social groups, etc. and encourage them to contact their representatives as well.
